    Abstract: The original goal of establishing Employment Service Organization is to facilitate the adjustment process within labor market by matching the labors and the job opportunities. However, due to the rapid changing environment and extensive fluctuation of economy, the organization must respond to various kind of demand of general public, as well as implement and execute government policies in a timely fashion. Employment Services Center of Taichung-Changhua-Nantou Region is the only public agency successfully implemented enterprise version of Taiwan TrainQuali System (TTQS), this system successfully enhanced staff’s knowledge and working ability. This research paper is focusing on the process of government agency implement the TTQS and key factors to be successful. The findings of this research reveal that there are five key factors which play an important role: “Planning”, “Implementation Team and Procedure Design”, “Training”, “Feback” and “Organization Management”. When we add demographic segmentation variables such as age, education level and job title, these variables show great differences between those five factors. This paper also offers conclusions and suggestions relative to the above five factors, in hope to serve as references for other public agencies and employment services as references for other public agencies and employment services organizations who wish to implement TTQS to improve qualities of service and strengthening competitiveness in the future.
