本計劃名為「臺灣貧窮與社會排除測量指標之發展歷程研究」，主旨在應用焦點團體研究方法來發展出台灣貧窮與社會排除調查的問卷。本計劃係為「臺灣貧窮與社會排除的測量：探索性研究」1﹝Poverty and Social Exclusion in Taiwan: Pilot Study，簡稱PSETPS﹞之一部份，該計劃是由臺灣亞洲大學劉鶴群博士與英國布里斯托大學Professor David Gordon 共同合作進行。PSETPS 旨在引進由Professor David Gordon 等英國學者所發展之「英國貧窮與社會排除調查」方法﹝PSE﹞，來評估臺灣人口的貧窮程度。該計劃之發展階段如下：
(1) 第一階段﹝質性階段﹞：運用焦點團體研究方法來發展出適合臺灣的貧窮與社會排
除調查問卷。
(2) 第二階段﹝探索性調查階段﹞：將前階段所發展出來的問卷施測於120 個家戶。
(3) 第三階段﹝分析階段﹞：分析前一階段所蒐集的資料，撰寫臺灣貧窮與社會排除調
查結果的初步發現。
本計劃所獲之經費將用於支助上述第一階段﹝質性階段﹞所需之經費。焦點團體研究方法將用來檢視：(1)焦點團體的參與者認為有哪些物品或活動，是現今臺灣每一位成年人﹝以及兒童﹞的家庭都應該有能力支付，而且是他/她們生活中不可缺少的物品/活動；(2)參與者所認知到的社會排除面向有哪些，週遭有哪些人遭到排除；以及(3)參與者如何定義貧窮與窮人。
This project, ‘The Development of the Indicators of Poverty and Social Exclusion Survey in Taiwan’, aims to employ focus group methodology to develop the Poverty and Social Exclusion Survey questionnaire in Taiwan. This project is a part of the “Poverty and Social Exclusion in Taiwan: Pilot Study” (PSETPS) project1, collaborated by Dr. He-chiun Liou of Asia University in Taiwan and Professor David Gordon of the University of Bristol in the UK. The PSETPS is to adapt the methodology of the Poverty and Social Exclusion of Britain (PSE) to evaluate the extent of poverty of the Taiwanese population. The PSETPS has three broad stages:
(1) First Stage (Qualitative Stage): using focus group methodology to develop a poverty and social exclusion questionnaire for use in Taiwan.
(2) Second Stage (Pilot Survey Stage): piloting the questionnaire on 120 households.
(3) Third Stage (Analysis Stage): analysing the data generated from the pilot survey to provide preliminary findings of poverty and social exclusion in Taiwan.
The awards of this project would be used to fund the implementation of the First Stage (Qualitative Stage). The focus group methodology will be used to look at issues including: what participants consider essential or necessities that everyone in Taiwan should have, be able to do or have access to; what participants think about exclusion for certain spheres of society, and who, if anyone, is excluded; and participants’ views on poverty and the poor in Taiwan.
