    Abstract: The green energy is at present actively promoting emerging industry, it not only can bring about a lot of business opportunities in the green energy industry, but also has become a key issue of social, environmental and economic development. Therefore, the government has been actively promoting the development of green energy industry, through combined between the government and the private sector to enhance of Taiwan's green energy industry. Although the active cooperation between the government and the private sector, but government tendered for key issues and procedures there are still many to be examined during tendered process. This study aggregates the past standard procedures and proposes the relevant recommendations for future references.
    In the bidding process, the factors underlying the technology and quality are all key issues. The vendor shall provide the best planning and the quality or performance as a basis for strengthening long-term relations. When vendors to compete and win the bid, they able to provide differentiated products and the highest value of planning capabilities. The green energy competes the sign case will be converted from the traditional price bids to a differentiated and well-planned product.
