    Abstract: Taiwan has launched the policy of teacher evaluation for professional development since 2006. The main purpose of the policy is to improve teachers’ professional development, raise teachers’ teaching quality, and ensure students’ learning effectiveness by observing teachers’ teaching behavior. The main structure of teacher evaluation criteria for professional development has four levels and eighteen indicators. However, due to too many evaluation indicators and levels, in order to comply with the connotation of the indicators, teachers cannot focus on key indicators. This way, it leads to more teaching problems and pressures. The quality feature attributes can be classified, and found out the key projects by Kano two-dimensional quality model. Therefore, this study uses Kano two-dimensional quality model to classify five quality feature attributes into eighteen indicators from junior high teachers’ cognition. Then the attributes are summed up to the attractive quality indicator. The result of this study indicates that clearly showing the contents of textbooks is attractive quality indicator. According to the result, this study provides some specific suggestions to the teachers, schools, and educational authorities to improve teachers’ satisfaction with the evaluation criteria for professional development.
