    Abstract
To establish post-secondary education institutions with competiveness, enhance the quality of secondary education overall, integrate community education resources fully and construct students identified community adaptive development learning environment of Ministry of Education, and to provide more chances for community junior high schools to study in public senior high school of local governments, partial junior high schools are transformed to comprehensive junior-senior high schools continuously in recent years. After being transformed, library is set according to Senior High School Library Establishment and Operation Guidelines and staffing and book purchasing budget are increased, so that the students in comprehensive junior-senior high schools will have more resources. The study takes 79 public high schools in Taiwan as study objects, sums up 4 factors, i.e. total collection amount, the collection amount of literature, reading seats and the number of staffing, from the library operation conditions in Current Database of Senior High Schools, and discusses the relations between the 4 factors and the lending volume.
The study adopts both secondary data analysis method and fuzzy sets Qualitative Comparative Analysis method and analyzed the critical success factors affected results by performing Boolean logic of fuzzy theory and qualitative comparative analysis. Discover every relative set of possible routes of high lending volume libraries through truth table method and route combination analysis.
The study revealed that: 1. High lending volume libraries do not cause by only one critical factor. 2. At least 10 combinations of routes lead to the high lending volume of library. 3. Two aspects of some specific critical success routes such as “Total Library Holdings” and “Holdings in Literatures” reached to high level stage would lead to the result of high lending volume even though other two aspects are low. 4. Some specific critical success routes indicated that though seats and human resources of library are low, high percentage of holdings of literature will cause the result of high lending volume. The research provides the conclusion to the libraries of national high school to control the critical factors to successful results more precisely and improve the lending volume and atmosphere of reading.
Finally, based on the study results, related suggestions and provided for references to high schools and education authorities in Taiwan.
