    Abstract: 大學校院實施學生評鑑教師教學已普遍成為趨勢,面臨遭遇的實施困境,解決策略之一就是編製具良好信、效度且受認同的評鑑工具。故本研究綜參文獻,提出實施學生評鑑教師教學的思考模式及編製評鑑工具的可思考課題,結合對大學校院評鑑現況和研究成果的分析,進行兩階段的量表編製工作。經實證考驗,提出由教學準備、教學態度、教學能力、教學管理、作業與評量和學生自評六向度,共十九題組成的大學教師教學評鑑量表,其有良好的信度和效度,且無明顯受教師的性別、職級別、服務學院別、專兼任別等變項影響的測量偏誤。
    The employment of students' ratings to evaluate faculty's teaching quality in university is a growing trend in Taiwan, yet its application has encountered many difficulties. One of the better ways to tackle those problems seems to be developing an evaluative scale with good reliability and validity. Hence, the present study aims to develop an evaluative scale by utilizing 9W and 5S thinking model, namely, evaluating faculty's teaching quality through students' ratings. Literature review in the present study includes the results of similar practices held by different universities as well as other related researches. The empirical study, a two-stage research design, results in a 19-item scale by the name of "University Teacher Instructional Evaluation Scale" (UTIES). UTIES can be categorized into six subscales: "teaching preparation," "teaching attitudes," "teaching capabilities," "classroom management," "homework and assessment," and "student self-ratings." The results of statistic tests showed that UTIES has good reliability and validity. Moreover, UTIES does not show salient measuring bias toward faculty's gender, professional rankings, collegial or departmental affiliation, or any employment status.
