    Abstract: Children and youth as the hope for the future and the backbone of the country, in view of the child's condition has not improved, showing my children is extremely valuable, and should enjoy the rights and quality of life. But, from Ministry of Health and Welfare (2014) low-income households of households number and the number displayed family economic situation From bad to worse, makes more containing son less members of family faced poverty dilemma, even effect children and the youth cannot enjoys deserve of power, also cannot meet its basic health, and psychological needs, even in multiple adverse of factors , may fall into social exclusion. Therefore, the purpose of this study:
    One, exploring overall poverty and social exclusion of children and youth in Taichung.
    Second, exploring children and youth who poverty or not effects social exclusion.
    Third, when controlling population of children and youth , the poverty or not impacts social exclusion.
    By "welfare situation and needs of children and youth in Taichung in 2012 Years " survey data, secondary data analysis for samples of children and youth. Research found: one,population variable items and poverty: female and non-General identity, and mountain line area and family with one parent, and across generation family more easy fall into poverty; second, population variable items and social exclusion aspects: female than male more easy fall into life necessities exclusion. non-General identity more easy fall into life necessities , and health, and entertainment, and care, exclusion. 12- not full 15 Age more easy fall into life necessities , and life environment exclusion - neighborhood frequently questions and the social network exclusion. Sea line area more easy fall into life necessities, and entertainment, and life environment exclusion - neighborhood frequently questions. Across generation family more easy fall into life necessities, and health, and entertainment exclusion. Poverty and social exclusion: poverty of children and youth more easily fall into life necessities, and entertainment , and public facilities and life environment excluding - residential security exclusion. Hope this research will contribute to the development of social work in Taiwan.
