    Abstract: Rural regeneration is one of the policies for Government to promote the rural areas in Taiwan; community environmental reform project is an important issue for the regeneration plan. Transferring vacant spaces into useful space in the community is one of the main objectives of the project. The objective of this research was to understand how the Da-Yo, Ho-Ping, Chi-To, and Si-To Community, Chang Hwa County, Taiwan can successfully progress the vacant spaces into useful Areas. Qualitative inquiry was used to interview the key persons from four communities during the period of October 2014 to April 2015. The results of this study were the followings:
      Private vacant spaces, public vacant spaces and wasted parks were the main categories of space to be improved. The main reasons of these spaces in the community selected as the environment progress places were wild grass and garbage covered, and spaces not used for a while. Those spaces can be qualified as the potential environment progress spaces at the selected communities to get effective results. Community leaders being good to cooperate with experts and scholars from external resources and human resources within the community were the main reason for successful community environmental reform. Human resources were the drive of community environmental reform. After vacant spaces successfully progressed into useful areas, residents all agreed that there were more walking or sport spaces and parks for leisure usages. To conduct the community into tour areas was one the most important direction for sustainable management.
