    Title: Study on Access to Healthcare, Satisfaction, and Need Assessment of Taiwanese Businessmen in Cambodia

    Abstract: Background & Objectives:
    Taiwanese Businessmen has been in Cambodia since 1989, under the influence of Southward Policy from the government. Taiwanese businessmen are the major exporters in Cambodia textile industry, therefore, Taiwanese investment and the population of businessmen has kept increasingly during these years. Obviously, their demand for health care escalated. Although the public health delivery system is developing rapidly in Cambodia, the efficiency needed to be improved. For example: 30 percent of Cambodians live in extreme poverty with no advanced healthcare facilities. The infant mortality rate is also very high (average 95 deaths in 1000). Added the huge gap between rich and poor, the provision of health care appears bipolar and insufficient. Therefore, the purpose of this research is to study access to healthcare, satisfaction, and healthcare need assessment of Taiwanese Businessmen in Cambodia, and to discuss how to meet the healthcare needs of Taiwanese businessman.
    Methodology:
    This study used cross-sectional survey, through the proposed use of a structured questionnaire to Taiwanese businessman (N = 300) in Cambodia for sample surveys. The contents of questionnaires included basic information, self-perceived health status, health care utilization, satisfaction, and need assessment. The questionnaire was filled in by Taiwanese respondents themselves right after the explanation by the interviewers. This study utilized SPSS18.0 as a statistical tool to carry out descriptive and inferential analysis.
    Results:
    Regarding the need assessment, the main issues identified to be unsatisfactory toward those local health institutes recommended by Taiwanese business association was the poor quality of care (P <0.05) and the cost of health insurance reimbursements too low (P <0.05). About 81.3 percent of Taiwanese businessman has poor quality of care problems in Cambodia for medical treatment, 54.3 percent of Taiwanese businessman has the problem of healthcare insurance reimbursements too low. Regarding exploring the establishment of the new Taiwanese hospital to meet the needs of Taiwanese businessmen, the residence duration (P <0.05) was the influencing factor. There are 62.1 percent of Taiwanese live in Cambodia for longer period of time. The longer they stayed, the more they demand for Taiwanese hospitals. Regarding establishing the NHI contracted hospitals to meet the needs of Taiwanese businessmen, there was no influencing factor found in this study.
    Conclusion & Suggestion:
    The health care needs of Taiwanese businessmen are practical. As foreigners, they focus on medical quality as well as higher reimbursements initially. After accommodated to the environment, Taiwanese businessmen will further expect the establishment of the new Taiwanese hospital. Therefore, this study suggests that there should be a lower threshold for medical expenses in Taiwanese businessmen hospitals and recommended by the Taiwanese businessmen association to increase the medical information channels. It will also attract the higher income local Cambodian people to the hospital for better healthcare.
