Abstract: | This study investigated social work practice of A Publicly-Funded, Privately-Managed Preschool. The literature reviewed about the essence of day care services and the growth of the childcare service policy. Then I collection the legislations in Taiwan about set up social workers in day care services state. In fact, at the provisions of the day care services regulation in regard to social workers is vague. Therefore, social workers work in preschool minority. This role is not taken seriously. Various types of preschool, publicly-funded, privately-managed preschool set up social workers earlier and more workable than other types of preschool. A few years ago, Department of Social Welfare, Taipei City Government conducted training courses for social workers work in day care center. But after the integrated kindergarten and day care center policy, this specialty progress suspend.
I am a social worker, serving in a publicly-funded, privately-managed preschool. So I select my workplace to research. The paper use case study method, explore the function, the role, and the difficulties in practice. The result indicates that social worker have many important functions of social casework and community work in this preschool. Specifically the social worker charged with the communication and coordination of community, kindergarten, family, and children. The difficulties including social workers have to adapt organizational culture, face others do not understand this professional, accept the problems of interdisciplinary cooperation, and beset the conflict of self-worth. Then the regulations of the integrated kindergarten and day care center policy, led to decline social work professional.
If we expect that social work in day care services can develop. We have to let everyone know this role. Social worker should be providing assistance to service, or collecting information of predicament in preschool automatically. Then social worker should be transferring to the public sector recipients, giving them positive suggestions to improve the policies about all preschool. Social workers working in preschool also need in-servicetraining and social work supervision to enhance the professional. Recommendations for future research, I hope other researchers can discussion more publicly-funded, privately-managed preschools. Let the public understand the importance of the social work profession. |
