In this paper, we present the basic concept of a Web radio station and its application of constructing a digital learning environment using Java and Microsoft Media technologies (MMT). With the development of Internet, more and more people can get information they need by using various kinds of devices at any time, any place in the world. In this paper, various kinds of Web sites of digital learning will be designed for conventional Web site, PDA, and cellular phone, respectively. The critical results will be demonstrated at the end of the paper.
