近年來,『美語學習』在台灣已掀起一股熱潮,這陣學習風也吹進了幼兒學習的園地,幾乎立案的私立幼稚園中都將美語列入學習的必修課程,然而正當『美語學習』在台灣造成一股全民運動之時,教育當局對幼兒學前階段的美語教學政策下了一道禁令,此舉也引起了社會大眾的一片爭議之聲。
因此,在當前幼兒教育中,最為大眾所爭議的,即是幼兒美語教育的問題,美語在目前的國際社會中仍是一個強勢的語言,幼兒學習第二語言是否有學習關鍵期的問題,目前仍未獲得學界及專業人士一致的看法,而本篇文章盼能從『教育法規』的角度來探討此一政策及其可行性,期盼能提供相關人士及教育決策者深思此問題,以使我國幼兒在學齡前階段能獲得既健康又有品質的學前教育。
作者透過文獻蒐集與評析,以了解目前幼稚園美語教學的實際現況與政策執行上的困難,因為唯有深入了解幼兒美語教學的問題之所在,才能在不久的未來,提供給我國幼兒一個完善又健全的學前教育環境。 Recently“ Learning English”is becoming a popular movement in Taiwan, most of licensed private kindergartens include English as part of curricula, however, a prohibition against teaching English in kindergarten was made by the government which causes the whole society to discuss this policy. It is still a dispute whether to teach children English in kindergarten or not. No doubt, English is still a strong language in the international world. The academic research hasn’t concluded about the critical period in learning second language for younger kids. So there are two purposes of this article:(1) to think about this problem from “School Law”, (2) to make some suggestions to provide a healthy and qualified preschool education. The researcher will analyze the information of actual practice of English teaching in kindergartens by collecting data and references. The better we know the problem about English teaching in kindergarten, the more improvement of preschool education we can make in the future.
