    Abstract: Open source, through openness and free duplication, modification, and distribution, enables the information technology department to more freely utilize software and transition from a passive role of waiting for vendors to offer products, to a proactive one of helping to perfect the software product. Free software's licensing scheme also reduces the organization's financial burden.
    This research targets the Water Resources Planning Institute of the Water Resources Bureau under the Ministry of Economic Affairs, with the focus on free software, applies content management system and internet forum system to establish the knowledge community platform for the following two evaluations:
    1) Evaluation of the information system's service quality: Based on literature review, the measuring components of the knowledge community platform service quality include system characteristics, reliability, responsiveness, assurance, and empathy. Questionnaire is developed to evaluate the knowledge community platform service quality.
    2) Opinion of experts.
    The results of this study indicate some level of satisfaction of the users on the knowledge community platform; both the content management system and the internet forum system could fulfill the users need in terms of requirement agreement and data correctness. The evaluation results will be used as feedback to enhance the efficiency of future system modification, improve the satisfaction level with the system, and strengthen employees' willingness in utilizing the knowledge community platform.
