Abstract:	Due to the rapid growth of information industry and the development of internet, followed by various applications of information systems, the system administration in the universities becomes more and more complex. Sytem administrators deliberate about how to increase administration efficiency and teaching quality. The needs of "Sigle Sign-on" grow among educational environment in recent years. The university in the research decides to develop campus Single Sign-on environment and improve the process while implementing the project. The author built a process model with the "Requirements Development" process area in CMMI and Quality Function Deployment technology. The result shows that it infallibly improved the process by following the prcess model. The process model is not only for the case in this research. It can also be apply to other universities by tailoring the model.
