    Abstract: The traditional official document approval process is very complex. At first, it needs to
    register to mail room and be print to paper. Then it will be submit to executor by deliveryman.
    After signed by executor, this paper will be send to every related department and director by
    deliveryman again. Those departments have to present their opinions. Finally, executed by
    every director, it will come back to executor. Executor can either continues other undo
    procedure or conclude and keep in files for future reference.
    In the traditional procedure, it uses a lot of delivery manpower and may cause many
    problems. Such as executor and deliveryman don’t understand organizational structure
    enough, temporary organization and affair changed frequently, document missing, executive
    period and procedures can’t be controlled easily. Moreover, in the part of inside document
    draft, it often can’t trace the source of plan and document because lack of file management
    regulation.
    The purpose of this research paper is to improve those above-mentioned disadvantages. It is
    based on organizational process focus of CMMI process management and in copied with
    e-official-document system to plan and to execute improvement of organizational process.
    That is it have to integrate the process of document receive, document writing, document
    delivery, each department associating, execution, document issue and document filing to an
    automatic delivery system. Official document via internet sent to the account of related
    executor, then be wrote, approved, executed and filed.
