    Abstract: As we march into the era of “knowledge economy” in the 21st century, knowledge and technology are certainly driving the economy. Those who control knowledge will be in control of the competitive future. Reading is the best way to accumulate knowledge.
    The purpose of this research is to use the ubiquitous characteristic of internet technology to construct an interactive reading website learning environment--“Teacher Bao Guan’s Happy Reading Workshop”,to promote students’ interests and motivations for reading;and provide other teachers an useful tool of “ computerized instruction” when promoting reading activity. This system's design framework was divided into student and teacher interfaces.
    The principal function of student interface was to input the lesson learned after reading, check the lesson learned after published by other classmates, express the opinions, brows the billboard for introduced books. In addition to all of the functions of student interface, teacher interface includes authorities such as the editing and modification and other functions of website management.
    This research focused on the reading activity promotion of classmates in elementary school and to increase reading effectiveaess through the classmates’ collaborative learning online.This research also explore and measure the improvement results of the student’s reading behavior after on-site practice of class reading activities as compared to traditional reading behavior .
