    Abstract: The current state of health care in Taiwan is not as advanced as developed countries like America or Japan in the following aspects: system, standard, size and the method. Most health care centers still use paper and pencil as their recording method. Thus, it results in inefficiency in the aspects of recording, searching and computing for the for statistic data. Therefore, it’s not only a big burden for the quality of taking care of elders but the staff who work at the care centers.

    As both the size and number of the health care centers increase recently, each resident should receive care of better quality. In order to improve the quality and standard of the elder care centers in Taiwan, the study uses CMMI to judge and evaluate the care system situation of elder. By using the PDCA cycle and Fish Bone Diagram as our main analysis software tools, the goal of the study is to develop a web-based elder health care system that can assess and revise the procedures. It is anticipated that with such application, the efficiency and quality of the service can be improved.

    The research is to make the quality level of this software to be at least level 2 of CMMI. According to CMMI-SE/SW model, level 2 means “already being managed and there are 7 critical procedure indices. During the development of this system, we will focus on RM, PP, PMC, PPQA as the 4 main procedures in our actual application.
