Internal marketing is an emerging research issue in the recent year, its key points lie in inter-organizational totally members as the target using the marketing ideas and skills to satisfy with the members’ requirements in order to cultivate the members’ ideology and action of customer’s orientation to promote the working spirit and attain the organizational objectives. The study expects that it applies the empirical study methods to verify if the organization can be treated the organization’s members as Internal customer to respect and treat them well, promote the working spirit, and they are devoted to upgrade the organizational performance aggressively and naturally. So far, the most domestic studies of internal marketing stress on the private owned service industries (i.e. banks, hospital, schools) and the volunteer society of non-profit organization. It is rarely to discuss the study of government sector. Therefore, the study attempts to apply internal marketing theory in the employees of Taoyuan County, Hsin-zhu County, Hsin-zhu City and Miaoli County’s Fire Department to obtain 222 copies of effective sheets to discuss the effect of the organizational effectiveness on the Department’s management action of internal marketing.
