    Abstract: In recent years, due to the fast progress of technologies, a lot of industries grow up and develop rapidly. To enhance the competitiveness of business organizations and improve the business organization processes, the government encourages the domestic IT industries to apply CMMI (Capability Maturity Model Integration) to construct the continuous improvement mechanism, and to increase the competitiveness and produce better quality products.

    Under the pressure of the information transparency and competitive market, to enhance the competitiveness effectively, increasing the customer satisfaction, shortening the customer waiting time, and holding the up-to-date product information are very important. Therefore, because of the fast-access and convenience features of RFID (Radio Frequency Identification), RFID becomes one of the best tools adopted by enterprises to enhance the information capture efficiency. In the construction process of RFID, due to the factors of capital, equipments, suppliers, economic environment, politics and laws, the risk of RFID construction is much more complicated.

    In this research, IDEAL is the main method applied to the risk management of RFID construction. In addition, the Project Process Area of CMMI is used in the risk management, and some related risk management tools are employed to the assessment process of CMMI application. Moreover, a risk management information system is constructed to facilitate the efficiency and effectiveness of risk management by monitoring and storing the documents and records.
