With the development of information technology, Internet learning provides great convenience for learning accessibility. Although the internet learning has its advantages in accessibilities, convenience, varieties and openness, there are many obstacles involved in the area of internet learning. In order to understand the internet users? intention, the objective of this research is designed to investigate the factors influencing the internet learners to apply the internet learning. This research bases on the Theory of Planned Behavior (TPB), Technology Accepting Model (TAM) and E-Commerce Successful Model. This study focuses on the participants of RCSD (Regional Civil Service Development). Those participants are mainly government employees, and they participated the workshops or in-service trainings provided by the RCSD. There are 574 valid questionnaires are collected. The returns-ratio is 85.7%. The collected data are analyzed by the correlation factors to reveal the correlation of the variance and the internet users? intentions. The results reveal that factors involving the internet users? intention include the quality of the information system, the subjectivity of the users and the regulation of the internet application. Moreover, the internet users must possess the knowledge of applying informational operation and the knowledge of where to access those internet programs as resources. Therefore, the awareness and the knowledge of individuals play a major factor in influencing individuals? intention in applying those internet resources. The results of this research are drawn to explain and to predict the government employees? intention in applying the internet learning and to serve the suggestions for the future researchers.
