Abstract: | It is getting difficult to manage and operate a provincial hospital due to highly competitive hospital market and the restriction of government administrative system. Cooperative supply contract electronic procurement system provides standardized and normalized system for the labor and property purchases, the provincial the hospital can shorten the purchase procedure and lower the cost by aggregating purchasing economic scale. Purchasing representatives? opinion toward cooperative supply contract electronic procurement system will affect the level of their practice. This paper uses Kelly concept to develop a role test and applies Logit Model to observe purchasing representatives? opinion toward cooperative supply contract electronic procurement system, the abstract is as follows. The application of cooperative supply contract electronic procurement system is the same as the population variable; therefore, the user rate is not much different from general hospital and the non-general hospital. Objectives are purchasing representatives from 28 provincial hospitals in year 2005, including 21 general hospitals and seven other psychiatric, leprosy and chest hospitals. 130 surveys distributed in 28 hospitals and 117 effective questionnaires were returned from 27 hospitals, returned rate 90 %. The implementation result of the cooperative supply contract electronic procurement system gradually increases year by year. The average purchase amount for one hospital is 1.54 million NT in year 2003, 3.37 million NT in year 2004, and 4.67 million NT in year 2005. As for the use of cooperative supply contract electronic procurement system, purchasing representatives from each provincial hospital show high will to inquiry and purchase online, which are mostly office equipment, computer, and computer accessories. Over half of the representatives attend the cooperative supply contract electronic procurement system training secession; they think the training offers the sufficient knowledge for handling the system and most of these representatives has received purchasing certification. Provincial hospital purchasing representatives hold positive cognition toward the cooperative supply contract electronic procurement system. The most two positive cognitions are online accessibility and efficiency. The negative parts are cognition of system and merchandise, especially for goods return policy, instruction unclear and insufficient product models. Analyzing the cognition of purchasing representatives toward the cooperative supply contract electronic procurement system by using Logit Model, the research shows the training and service year effect the cognition differently. The purchasing representatives? age is getting younger; therefore, the ongoing training to make up the insufficient purchasing experiences is the key and necessity to raise the representatives? cognitions of the cooperative supply contract electronic procurement system, merchandise, effect and ability to surf on internet. |
