    Abstract: Before the National Health Insurance program was implemented in 1995 most of elderly in Taiwan did not have health or medical insurance. According to, the Critical Illness for those who did not have health insurance costed a lot of medical expenses, especially for low-income people. As this result, morbidity and mortality for the elderly in Taiwan as a whole had decreased significantly. However, after the National Health Insurance was implemented in 1995. There is no any direct imperial evidence to show the theory of disease expansion. Therefore, using the records of the National Health Insurance program about Critical Illness and respirator for long time due to the respiratory failure together by life table approach, the thesis explores why the increases in disability of the elderly is associated with the implementation of the National Health Insurance program in Taiwan.
