The effect of the foreign worker to the industrial of Taiwan?A Case Study in Manufacturing Industry
ABSTRACT
According to the information that published by the government, it showed that there are over three hundred thousands foreign labors in Taiwan. The social costs of leading in foreign labors in many developed countries have increase by day since the lack of domestic labors. To avoid repeating these failure experiences, the effective methods of foreign labors control should be studied. Taiwan economy was rapidly changed by the increasing of GDP, variation of working value, decreasing of birth rate, improvement of education, conversion of industrial structure and growing up of service industry during past twenty years. All these factors induce imbalance between the demand and supply of labor employment and cause the shortage of basic labors. In order to resolve the shortage of labors and meet the economic development enterprise expansion, the Council of Labor Affairs, Executive Yuan Taiwan made an agreement to lead in foreign labor from Thailand, Philippines, Indonesia, and Malaysia?etc. since October 1989 in order to coordinate domestic economic development and the necessary of business. The purpose of this thesis is to comprehend the system of the human resource management, the commitment of organization to foreign labors, and the effect of manufacturing industry about lead in foreign labors. The purpose of this study also have interview about manufacturing industry owner for the real diagnosis obtained and analysis exactly.
