The biopharmaceutical industry is an innovative sector of industry and is considered to have high potential for creating added value and hi-tech competitiveness. However, at the same time, the industry?s long product development cycles, technological complexity, high costs and risks demand highly efficient innovation and R&D strategies. The attractiveness of a country can only be maintained by continuous research and innovative efforts. The biopharmaceutical industry can only defend its international position by building innovative potential. According to this research, research and innovation activities in the performance of biopharmaceutical industry definitely impact on the development of the industry, and moreover, the government?s innovation policies also play important roles. Government can use the innovation policies to booming and steering the industrial development. After comparing with the other developed countries?the US, EU, and Japan etc.?, we find the infrastructure of the biopharmaceutical industry in Taiwan is inadequate, and the developmental level of this industry still also belongs to an initial stage. Therefore, by exploring other country''s innovation policy, the goal of this research tries to call upon government to make more incentive policies by means of policy learning, in order to lead our country into a highly developed country with biotechnology sector.
