    摘要: The purpose of this research mainly focuses on public servants?
    recognition for the national travel card and additional concerns with their
    travelling motives and behavior.
    This study basically probes into the correlative documents;
    furthermore, interviews and questionnaires were adopted to collect further
    imformation for detailed analysis conclusions and recommendation are
    fundamentally drawn from the above-mentioned procedures:
    I Conclusions:
    1. The majority of public servants have appropriate correct recognition for
    the national travel card and are willing to comply with the policy. Some
    practical events contradictory to the ends of the policy need to be
    renovated.
    2. The traveling motives of public servants have altered due to the practice
    of the national travel card.
    3. The traveling behavior of public servants has changed as well. In terms
    of local itinerary, they usually arrange a 3-day trip, personal
    transportation and an advance reservation for beds and meals.
    4. The majority of public servants deal with their budget in a rational way.
    However, they gradually upgrade their expenditure because of the
    subsidy of the national travel card.
    II suggestions:
    According to the conclusions of this study, the following suggestions
    are offered as references to the government authorities in policy making.
    1. The national travel card is worthy of keeping on implementing as it has
    made good results.
    2. The uncompleted regulative yearly subsidy budget should be allowed to
    reserve for next year, just as the reservation of the yearly holiday.
    3. The administrative authorities should try to initiate effective strategies to
    solve the problem of unequal workload among the public servants.
    4. The popularity of fourism has risen greatly among public severents, and
    they are willing to pay a significant amount of money for higher quality
    services. The tourism authorities should assit it?s division according to
    the phenomenon.
    5. It can be considered that the national travel card may apply to all citizens.
    But a quality control mechanism is suggested to be established
    simultaneously.
    6. The feasibility of combining the national travel card and general credit
    cards, and opening more chartered card issue banks should be evaluated.
    7. To lift the limitation of using the national travel card only on working
    days, then public servants could enjoy holidays with their families.
    8. Authorities should increase chartered stores and to include more variable
    companies other than those for lodgement and meals.
    9. The chartered stores should strive to make the national trave, card logo
    more identifiable to customers. In addition, some stores refuse to provide
    any discount when using the national travel card, should be regulated.
