Abstract: In communication networks, cognitive network (CN) is a new type of data network to solve some problems current networks are faced with. In this paper, we propose a Cognitive RBAC scheme which can be applied to Small Heterogeneous Networks (SHNs). Therefore, we present a Cognitive RBAC model by extending the well-known RBAC model. Our model increases the related definitions for the Cognitive RBAC model, and hence increases ability of conventional RBAC model. In the scheme, the server can manage the CN networks via a cognitive process, which it can perceive current network situations learned from the consequences of end users' actions. The cognition RBAC loop will be defined and performed in the SHNs environment. In this paper, all of the cognitive RBAC functions and their definitions will be proposed and suited for the new applications in SHNs environments.
