Project management not only is an integral part of information technology, but also can be widely applied in any sizes of projects. Therefore, the study is to integrate project management with information technology, and to create a project plan development system that can be used by all different types of projects. Appling the developed system, project sponsor can control all basic information in the initial phase; project manager can update project information and manage the progress of the project anytime during the project life cycle; project sponsor and/or project manager may obtain a project summary report in the project closing phase. During the progress of the project, project manager and authorized team members may need many forms. The study is to use the 15 common tools and forms of Project Management Body of Knowledge, PMBOK. The researcher convert them into the forms of database, and then by using a mechanism of dynamic forms to determine the next forms by the information that provided by authorized project team members of via Web Pages of Internet. Employing the model of on-line filling forms, project manager can show the progress of project in any phases and produce a complete project plan report in the project closing. Through simulating different types of projects, researcher validated the developed system and showed the integrity and completeness of the project information. The study of development system follows five process groups in PMBOK accordingly and develops the project plan system systematically. In addition to a complete structure, it not only enforces the completeness of project plan but also effectively monitors and controls the progresses and quality of project during the project life cycles.
