摘要:	Nowadays, tourism is no longer giving only a passing glance at things like conventional sightseeing but more intensive and copious on heart-stirring, ecological and cultural side. This trend leads rural tourism to necessity of whole plan of combining production, lives and ecology. It means, under this long-term plan, local residents should be guided to execute ecological and cultural preservation in order to bring the concept of sustainable use into rural tourism, holding the balance among residents, tourists and tourism stakeholde. When this concept of sustainable use can work onto constructive and managing parts, having more advantages than disadvantages, here comes the ideal scene of rural tourism. This thesis is based on case studies at Ji-An Township, Hualien County, e.g. individual interviews, field investigations, analysis of documents and suggestions from participators. After digesting results of interviews and integrating with viewpoints from the rest, the strategy of tourism concerning Ji-An Township, Hualien County is formed. For sustainable development, the long-term strategy of tourism contains 1.Finding features of community and integrating different spots, 2. Developing organic farming and ecological tourism, 3.Integrating public and private organizations with assistance of The third sector, 4.Strengthening human resources by sharpening guidance of tourism and making residents understand more about the strategy, 5.Advancing cultural tourism, 6.Intensifying promotions, 7.Remolding rural scenery, 8.Emphasizing green tourism. In principle, suggestions based on conclusions and the top issue should be remolding rural scenery through ecological construction, making proper arrangement of water, developing organic farming by creating agricultural environments which won’t harm ecology, developing green tourism, encouraging residents to grow more plants and do gardening, carrying out 5S activities, establishing long-term multi-sectional unit of tourism to integrate different kinds of administrative matters.
