    Abstract: 本文介紹了臺灣工會制度中存在的問題,包括工會貪污舞弊、工會派系鬥爭、工會成員資格及勞健保問題等。本研究以臺中市小吃業職業工會為研究對象,說明其成員人數多、以勞保為主要業務等情況,臺灣至 110 年止,工會約4,280 家,平均一家人數在 635 人。因此,研究提出若要永續經營,職業工會必須改善傳統印象,開創符合會員需求之業務,以拓展生存空間。本研究發現臺中市小吃職業工會的成員約有招募方式採用理、監事之間的自動互相介紹,顯示出職業工會內部資訊共享和溝通的有效性,並提供完善的制度、福利和各種支持服務,吸引會員加入並提高其滿意度和忠誠度,並積極參與和支持小吃產業的發展,提高小吃業者的專業水平和市場競爭力。研究結論指出該工會的理、監事之間的信任和良好的合作關係,以及沒有招攬會員的壓力,表明其有足夠的會員數量和穩定的財務狀況,能夠更加關注和支持現有會員的需求和利益,進一步提高會員滿意度和忠誠度,這些是小吃職業工會主要成功原因。最後,建議工會能夠為會員提供更多的勞健保諮詢服務、職業培訓等教育訓練的功能等服務,以持續提高職業工會的功能及品質,進而提供更多及有效益的服務。
    This article discusses issues in Taiwan's labor union system, such as corruption, factional struggles, membership qualifications, and labor disputes. It focuses on the Taichung City Snack Industry Occupational Union, highlighting its large membership and emphasis on labor and health insurance. With around 4,280 unions in Taiwan and an average of 635 members per union, the study suggests that occupational unions need to improve their image and develop member-oriented businesses for sustainable growth.The research finds that the Taichung City Snack Industry Occupational Union recruits members through mutual introductions among directors and supervisors, demonstrating effective information sharing and communication. The union offers comprehensive systems and benefits, attracting members and increasing satisfaction and loyalty. Actively supporting the snack industry's development, the union enhances professionalism and market competitiveness. Trust, cooperation between directors and supervisors, and absence of recruitment pressure indicate sufficient membership and stable finances, allowing focus on member needs and interests. Recommendations include expanding labor and health insurance consultation services, providing education and training programs, and continuously improving union functions and qualit
