    Title: 南投縣身心障礙雙老家庭使用福利服務狀況與需求探討

    Abstract: 目的:據統計,全國45歲以上的身障者佔總身障人口的平均比例為77%。而身障者的父母或其他主要照顧者的平均年齡也在65歲或更高,這表明台灣身心障礙雙老家庭對社會福利的需求更加迫切,值得引起關注。此外,身心障礙者和他們的家庭在生活和社交方面可能面臨著各種挑戰和限制。方法:本研究係屬次級資料庫分析,已去識別化處理的資料來源為亞洲大學健康產業管理學系廖宏恩副教授所執行「南投縣身心障礙者生活狀況及福利需求調查」計畫資料庫,擷取研究對象為108年12月31日(含)設籍於南投縣且領有身心障礙手冊之35歲以上、居住於自宅、且主要照顧者為65歲(含)以上者,共195人。本研究以SPSS20.0套裝軟體進行描述性統計(次數分配)與推論統計(單因子變異數分析及卡方分析)。結果與結論:本研究結果顯示身心障礙雙老家庭對於福利服務的需求程度受到知情度、申請流程以及使用滿意度的影響。為使身心障礙雙老家庭能夠充分了解福利政策,提高身心障礙雙老家庭對福利項目的知曉度,通過多元化之宣傳渠管道,以及簡化申請流程和提供清晰的指導和支援也是關鍵。本研究還指出城鄉差距偏遠地區,地形因素可能增加了身心障礙雙老家庭就醫和復健的困難度。政府應該重視這些地區的需求,改善交通設施和運輸選項,以方便身心障礙雙老家庭前往醫療機構和接受必要的復健治療,及考慮提供更多經濟支援,以幫助偏鄉居民負擔醫療和復健費用。因此,提供充足的社會福利和支持對於身心障礙雙老家庭來說至關重要,可以幫助他們更好地應對生活中的困難,維持生活品質和幸福感。透過本研究希望能夠深入瞭解身心障礙雙老家庭在使用社會福利服務的障礙,使身心障礙者和他們的家庭能夠更加獲得公平和有效的福利支持,實現更健康和幸福的生活,並以提供政府研擬修改相關政策之參考。
    Objective: Disabled people over the age of 45 account for an average of 77% of the total disabled population in Taiwan, while the average age of their parents are also 65 years old or even older. Obviously, the social welfare needs of disabled double-aging families deserve more attention.Methods:This research falls into a secondary database analysis category, and the source of the de-identified data came from the project database of "Survey on the Living Conditions and Welfare Needs of the Disabled in Nantou County" carried out by Associate Professor Hung-En Liao, Department of Health Industry Management, Asia University. The subjects of the study were those who were registered on December 31 of 2018 in Nantou County and who had received a disability handbook, lived in their own homes, and had one of the main caregiver’s parents aged 65 and above. totally 61 people. In this study, descriptive statistics (time distribution)and inferential statistics(Analysis of Variance,ANOVA and Chi-Squared Test)were performed with SPSS20.0 package software.Results and Conclusion: The results of this study show that the degree of demand for welfare services by double-elderly families is affected by the degree of knowledge, application process, and user satisfaction. In order to enable dual-elder families to fully understand welfare policies and increase awareness of welfare programs for dual-elder families, it is also key to use diversified publicity channels, simplify the application process, and provide clear guidance and support.This study also pointed out that in remote areas with gaps between urban and rural areas, terrain factors may increase the difficulty of medical treatment and rehabilitation for dual-elder families. The government should pay attention to the needs of these areas, improve transportation facilities and transportation options to facilitate the elderly families to go to medical institutions and receive necessary rehabilitation treatment, and consider providing more financial support to help rural residents afford medical treatment and rehabilitation costs . Therefore, providing adequate social welfare and support is crucial for disabled couples' families, which can help them better cope with difficulties in life and maintain their quality of life and sense of well-being.Through this study, it is hoped that we can gain a deeper understanding of the barriers to the use of social welfare services by disabled double-aging families, so as to provide references for the Government to revise relevant policies.
