    Abstract: 近代性別平權意識抬頭,為防治性騷擾行為,本國陸續通過性騷擾防治三法(「性別工作平等法」、「性別平等教育法」及「性騷擾防治法」),其中警察機關在其中扮演重要角色,經統計近10年性騷擾防治法案件中,82%由警察機關調查,惟108年性騷擾案件僅佔警察機關處理總案件量千分之3.9,致不少基層員警在處理性騷擾案件因不熟悉流程而有疏漏,為減少員警疏漏,也同時減少員警負擔,本研究試圖將「處理性騷擾事(案)件作業程序」建構成性騷擾案件管理系統,以強化警察機關處理性騷擾案件的品質。本研究採個案研究法,透過企業流程管理(Business Process Management,BPM)及整合性資訊系統架構(Architecture of Integrated Information System,ARIS)導入性騷擾案件管理系統的建構,並運用ARIS的的組織、資料、功能、流程四個構面來重新解析「處理性騷擾事(案)件作業程序」,據此建構一個性騷擾案件管理系統的參考模型,提供給系統建置人員參考,並嘗試構建性騷擾案件管理系統應具備功能,以作為未來其他機關建構類似系統的參考。
    With the rising awareness of gender equality in contemporary times, in order to prevent sexual harassment, Taiwan has successively passed three laws governing the prevention of sexual harassment (Act of Gender Equality in Employment, Gender Equality Education Act, and Sexual Harassment Prevention Act). Police agencies play an important role. According to statistics, among the Sexual Harassment Prevention Act cases in the last 10 years, 82% of the cases were investigated by police agencies. However, the sexual harassment cases in 2019 only accounted for 0.39% of the total number of cases handled by the police agencies. As a result, a considerable number of grassroots police officers occasionally make careless omissions due to their unfamiliarity with the processes when handing sexual harassment cases. In order to reduce police officers’ omissions and ease their burden, this study attempted to construct the “Operational Procedure for Handling Sexual Harassment Incidents (Cases)” into a sexual harassment management system. This will in turn strengthen the quality of police agencies’ handling of sexual harassment cases.This study adopted the case study method. Through the Business Process Management, BPM, and Architecture of Integrated Information System, ARIS, the sexual harassment case management construct was introduced. In addition, the four dimensions of ARIS, namely organization, data, function, and process, were applied to re-analyze the “Operational Procedure for Handling Sexual Harassment Incidents (Cases)”. Based on it, a reference model for the sexual harassment case management system was constructed to serve as a reference for system setup personnel. Furthermore, attempts were made to construct the functions expected of the sexual harassment case management system to serve as a reference for other agencies when constructing similar systems.
