Abstract:	國父孫中山先生曾?：「地方自治者，國之礎石也，礎?堅則國?固。」。地方自治是國家穩定的基礎，基礎如果?堅固，那麼國家也無法穩固的存在。韓非在顯學篇也有這麼一段話：「宰相必起於州部，猛將必發於卒伍」。大意是?宰相一定從基層州部興起，猛將一定從基層卒伍發端。這?在在顯示地方基層制?及人才的重要性，?僅是國家堅實的根本，也是國家發展的基礎；而地方議員職司監督與行政經費預算審查，如何在立法權間的制衡與協調間找到一條中庸之道，也是本文關懷的焦點。我國地方自治實施選舉制??史悠久，自從治?概?提出後，地方政府?再是唯一提供公共服務與公共事務的提供者，行政長官必須先?解各界需求後，藉由多元性的網絡治?模式，整合各種資源充分與地方民選議員溝通，才能有效?地達成施政目標。職故，地方民意代表區?政競選組織需透過運用地方治?的模式才能?有效?地推展區政業務。然而近??由於資訊科技的發達及人民自主意?提升，縣民代表的組織與功能卻未能隨著時代演進而加以轉化，?帶使得地方民代的角色定位及職務功能受到民眾質疑，以致無法發揮原本應具有的功能，進而導致區?政組織與選民間的關係互動產生許多對?與?協調的地方，必須透過地方縣議員居間協調整合。本研究以南投縣地方自治選舉為中心（尤其本人親身參與縣長及縣議員候選人的競選活動及競選團隊），藉由?史文獻回顧法與?與觀察法?解民選議員在我國地方自治制?上的功能與運作情形，並藉由對現任縣市長、縣市議員參與選舉過程策略過程中從事深?訪談，探討民選代表在地方治?中的關係，發掘影響民選議員與行政長官關係互動的基本要件並提出建議，期望能增進府會關係和諧，以?後續政策推動。 Dr. Sun Yat-sen once said: “Local autonomy is the fundamental to national stability. If the fundamental is not firm, the country cannot exist firmly.” Han Fei also said in the Famous Doctrine: “ A prime minister must rise from the grassroots unit and a general must be produced from the grassroots force.” Those quotes indicate the importance of local government systems and talents, which play a significant role in both the foundation of national substantiality and the fundamental to the national development. In addition, local council members supervise the audit of the executive budget. This study focuses on how to find the appropriate path between legislative balance and coordination. Based on a long history of the election implemented by the local council, the village office is the grassroots level of local autonomy, and village officers and county council members are fundamental civil servants elected by people. The robust organization in the village system is important to the efficiency in local autonomy administration. Since the concept of governance was shown, local governments have not been the only provider for the solution to public service and affair. In order to achieve political goals efficiently, executive supervisor must understand the needs from all sectors, integrate the resource through the diversified internet, and communicate with local council members elected by people. In other words, a campaign organization formed by local elected representatives has to take advantage of local autonomy mode so that district businesses can be promoted efficiently. However, the organization and function of county elected representatives do not change or adjust to the modern mode, with the trend of the advanced information technology and increased autonomy awareness. Many call into question about the positioning and function of village officer so that the village organization cannot function properly. As a result, interactions between executive organization and elected village officer cause opposites and conflicts, which must be coordinated by local county council members.The study focuses on the county mayor of Nantou, county council members of that, and local elected representative, especially with my participation in the campaign activities and teamwork for candidate, Fang-Yu, Lin. By historical method and participant observation, I study how the local elected council members contribute function to and produce an effect in the local autonomy. By interviewing with the present county mayor, county council members, business managers, business administrators, and village representatives, I participated in the campaign procedure and strategies-making. To discover the basic factors affecting the relationship between elected council members and executive supervisor, I provide a proposal on the interaction between village and township, and expect to facilitate the relationship and policy implementations afterwards.
