摘要:	本論文研究之目的係應用多評準決策方法於臺中小巨蛋選址，基於詮釋選址時所需之多屬性考慮、設置之迫切性及政策性影響前提下，首先藉由臺中市政府自規劃小巨蛋建立迄今，所提供評選為候選區位場址預定方案，驗證位址之適宜性及客觀性，依選址條件，研擬其評估準則與衡量指標，並依各項考量及調整其相關權重比例，應用PROMETHEE多準則決策法予以量化，同時求取各評估準則間之相對權重，並構建作為決策研究中假設的優先模型，而PROMETHEE之主要特點即是將各項權重設定之質化或量化予以可視化結合，再以PROMETHEE/GAIA分析，來協助小巨蛋決定之地址選擇最佳折衷方案，以排列出各候選場址方案之相對優劣勢排序，俾供有關做為爾後選址決策單位參考，有效建立一套有關設置大型運動場選址之範例與決策模式。期能提供國民先進運動設施（備）與優質休閒場所之餘，亦符合全體國民於多項權重考量之政治決策下，達到雙贏及永續經營之願景。 The purpose of this thesis is to apply the multi-criteria decision-making meth-od to the site selection of Taichung Dome. Based on the multi-attribute considera-tions, urgency of setting, and policy impacts required when interpreting the site se-lection, first, Planning the establishment of the dome so far, the selection provided is a candidate site site reservation plan, which verifies the suitability and objectivity of the site. Based on the site selection conditions, it develops its evaluation criteria and measurement indicators, and adjusts its relevant weight ratio according to various considerations, quantified using PROMETHEE multi-criteria decision method. At the same time, the relative weights between the evaluation criteria are obtained, and a priority model is assumed as a hypothesis in decision research. The main feature of PROMETHEE is to quantify or quantify the various Combining weights, and using PROMETHEE / GAIA analysis to help the Dome decide the best compromise solu-tion for the address, in order to rank the relative advantages and disadvantages of each candidate site plan, for reference as a site selection decision unit, Effectively establish a set of examples and decision-making models for setting up large sports venues. In addition to providing national advanced sports facilities (preparation) and high-quality leisure venues, it is also in line with the political decisions of all citi-zens to achieve a win-win vision.
