本論文研究之目的係應用多評準決策方法於臺中小巨蛋選址，基於詮釋選址時所需之多屬性考慮、設置之迫切性及政策性影響前提下，首先藉由臺中市政府自規劃小巨蛋建立迄今，所提供評選為候選區位場址預定方案，驗證位址之適宜性及客觀性，依選址條件，研擬其評估準則與衡量指標，並依各項考量及調整其相關權重比例，應用PROMETHEE多準則決策法予以量化，同時求取各評估準則間之相對權重，並構建作為決策研究中假設的優先模型，而PROMETHEE之主要特點即是將各項權重設定之質化或量化予以可視化結合，再以PROMETHEE/GAIA分析，來協助小巨蛋決定之地址選擇最佳折衷方案，以排列出各候選場址方案之相對優劣勢排序，俾供有關做為爾後選址決策單位參考，有效建立一套有關設置大型運動場選址之範例與決策模式。期能提供國民先進運動設施（備）與優質休閒場所之餘，亦符合全體國民於多項權重考量之政治決策下，達到雙贏及永續經營之願景。 The purpose of this thesis is to apply the multi-criteria decision-making meth-od to the site selection of Taichung Dome. At the same time, the relative weights between the evaluation criteria are obtained, and a priority model is assumed as a hypothesis in decision research. The main feature of PROMETHEE is to quantify or quantify the various Combining weights, and using PROMETHEE / GAIA analysis to help the Dome decide the best compromise solu-tion for the address, in order to rank the relative advantages and disadvantages of each candidate site plan, for reference as a site selection decision unit, Effectively establish a set of examples and decision-making models for setting up large sports venues.
