    Title: 智慧長照與樂齡休閒未來的發展

    Abstract: 台灣的醫療服務品質的提升,整體人口結構快速邁進高齡化社會。可以預期的是,隨著人口老化,進而失能、失智人口數亦同時增長。此一現象的影響,不僅是勞動人力結構的改變,也將造成更多稅收、財政、健保、及社會問題。其嚴重的影響程度,是不亞於國家安全程度。衛福部自106年起推動「長期照顧十年計畫2.0」,冀望實現「在地老化」為目標,長照政策也從居家式、社區式照顧,向機構住宿式照顧延伸,為銀髮族長者及失能/失智民眾提供建構連續性長期照顧服務體系,為需要的民眾及家庭完整的照顧。雖然直至108年10月長照服務涵蓋盛行率已達43.62%。然而現存長照體系呈現的是「三缺」狀況,缺錢、缺人、缺整合。面對這樣的處境,政府加大挹注資金、及資源,是否能有打造一個傲視全球、讓人稱羨的效為長照系統及體系?可以理解的是,這是全世界先進國家都在經歷的一條路,衛福部從長照1.0到2.0,採用滾動式改善,希望能找出一條康莊大道。在如今數據科技時代,城市已逐漸智慧化,可預見的是,政府是否可以打造一個良好法規/法令商業環境,讓跨域產業人才可以加入,讓「長照」商業模式可以從民間良性正向循環, 這是本文想探討議題。
    Through quality improvement of medical services continuously in Taiwan, the overall population structure has moved into an aging society rapidly. Consequently, it can be expected that as the population ages, the number of disabled and demented populations will increase at the same time. The impact of this phenomenon is not only a change in the labor force structure, but also cause more problems of tax, finance, health care, and society. Its serious impact is no less than that of national security. The Ministry of Health and Welfare has promoted the "Long-term Care Ten Years Plan 2.0" since Year 2016, it plans to achieve the goal of "aging on hometown." And people with disabilities / dementia provide a continuous long-term care service system so as to provide complete care for people and families in need.Although the coverage of long-term care coverage has been reached 43.62% until October Y2019, however, the existing system of long-term care presents a "three lacks" situation, lack of money, lack of people, and lack of integration. Faced with such a situation, Taiwan government increases injection of funds and resources to create a system of Long-term Care which is proud in the world. It is understandable that all advanced countries are experienced this is experienced a aging society. Along the way, the Ministry of Health and Welfare adopts continuous improvement from Long-team Care 1.0 to 2.0, hoping to walk on a royal road successfully. In the current era of data technology, cities have gradually become smarter. It is foreseeable that the government can create a good business environment for regulations / decrees, so that different industries of talents can join, so that the business model of Long-term Care can run in positive circulation, this is the topic that this article wants to explore.
