Abstract: | 台中農田水利會轄管的灌排水路眾多且不易管理,圳路旁閒置空間常被惡意佔用及肆意使用,常造成法律問題與民眾的不佳觀感。因此,本技術報告以水圳邊閒置空間活化為休閒公園所能帶來的效益為研究目的,利用文獻蒐集及實務觀察,並以深度訪談法,探討相關利害關係人(如台中農田水利會、當地民眾與農民、其他公家單位)對水圳閒置空間活化為休閒公園所能帶來的效益。 從文獻回顧與深度訪談法以及經營方式案例分析中,可瞭解水圳邊閒置空間活化為休閒公園具高度的可執行性,也深具當地民眾的認同感。進一步透過規劃建置、執行營運及永續維護各執行階段的工作內容與配套措施之建議,期待主政單位能成立專責規劃執行該閒置空間活化策略之機關單位,讓每個不同基地條件的水圳旁閒置空間都能發揮最大的效益,將不但能改善民眾觀感,增進社會效益,亦能增進台中水利會財務效益。期望達成生活環境品質的提升、生態環境的永續、農務生產質量的提升之政策願景。 The Irrigation Association of Taichung is responsible for the management of several aqueducts, ditches, and other water sources, and this task is a rather difficult endeavor. The land adjacent to these water sources frequently goes unused and it is often occupied by people who utilize the land for their own intended benefit or purpose. This situation can lead to conflict as well as legal problems with the people who illegally occupy the land. Hence, this technical study researches the benefits of re-purposing the unused land near water sources and developing these areas into leisure parks. From studying existing documents, conducting interviews with locals, and implementing case studies, re-purposing the unused land of the Irrigation Association of Taichung to leisure parks is really executable. Furthermore, locals are really enthusiastic about the idea. In order to implement such a plan, the establishment of an organization is necessary to deal with all phases of implementation including planning, construction, and maintenance. By doing this, the unused land can be used to its maximum potential, people can benefit from its development, and the Irrigation Association of Taichung can also financially gain from re-purposing the land. Besides all of these advantages, this potential plan would have a positive environmental impact, upgrade of living style of surrounding residents, and help improve the quality of farming products. |
