    Abstract: 政府補貼的台灣好行及台灣觀巴士跑的路線以有觀光價值路線為主,其他沒有這些巴士的鄉鎮,政府經費補貼「幸福巴士(DRTS)」及「幸福小黃」以提供偏鄉民眾就醫、就學及採買生活必需品之基本民行之需,本研究於2020年3-4月以深度訪談法至偏鄉訪談與觀光發展相關人士,以便探討幸福巴士交通接駁社區小旅行之可能行,研究結果如下:台灣幸福巴士(DRTS)的主管機關為公路總局,觀光的主管機關為觀光局,目前觀光有台灣好行在跑,在現有的法令規定不能補助幸福巴士(DRTS),兩個單位要整合是有困難。部分鄉鎮公所網站提供幸福巴士(DRTS)相關資訊並不完整,且無統一識別標示,以致民眾識別困難。基於使用者付費觀念,幸福巴士仍應以刷卡或付費方式才可永續經營。此巴士可以預約方式與社區觀光結合,建議社區靠自己力量來推動社區小旅行,但需盤點地方觀光景點,並依不同季節,藉由不同主題活動讓遊客吸引遊客。未來高齡化人口增多,高齡之觀光客藉由轉換搭乘幸福巴士接駁至社區小旅行,藉此提升大眾運輸工具承載率,亦能減少私人運具行車雍塞及可能發生的行車危險,可以降低二氧化碳的排放量,減輕環境負擔。期待未來也可以透過大眾交通系統改善進而帶動鄉村觀光人潮,讓更多年輕人回流,創造更大的效益。
    The government-subsidized “Taiwan Good Travel” and “Taiwan Watch Bus” routes are mainly tourist routes. For remote townships that do not have these buses, government funds subsidize the "Happy Bus " and "Happy Tax"(Demand Responsive Transit Services, DRTS, DRTS) to provide medical assistance to people in rural areas. , The basic civilian needs for attending school and purchasing necessities of life, In this study, from March to March 2020, in-depth interviews were used to interview people related to tourism and tourism development in order to explore the possibility of DRTS connecting the small trips in the community. The results of the research were as follows:The authority of DRTS is the Directorate General of Highways, and the authority of “Taiwan Good Travel” and “Taiwan Watch Bus” is the Tourism Bureau. At present, Tourism Bureau cannot subsidize the DRTS. It is difficult to integrate these two authorities to assist community trips under the present regulations. The websites of some township offices provide information related to the DRTS is incomplete, and there is no unified identification mark, which makes it difficult for people to identify.Based on the concept of users pay, DRTS should still be operated by bus credit card or payment. This bus can be combined with community sightseeing by appointment. It is recommended that the community rely on themselves to promote community trips at remote townships. However, it is necessary to sort out local tourist attractions, and to depend on the seasons different to promote special activities to attract tourists. In the future, the aging population will increase, and the elderly tourists will be connected to the community trips at remote townships by switching to DRTS. The advantages of DRTS are to improve the carrying capacity of public transportations, and also to reduce the possible driving risks, traffic jams by too many private vehicles and carbon dioxide emissions to decrease the environmental burden. It is hoped that the improvement of the public transportations will increase rural tourism, let more young people return, and create greater benefits in the future.
