    摘要: 研究動機:台灣已步入高齡社會,根據內政部統計處 2018 年 4 月 14 日的 公告,於 2018 年 3 月底,國人年齡在 65 歲及以上之人口佔全國人口總數的 14.05%, 此人口百分比已達世界衛生組織 WHO 高齡社會的定義。因照顧之需 要,越來越多的老人入住安養機構,為確保機構中公費安置或無家屬探視之老 人照顧品質及權益,中華民國老人福利推動聯盟與臺灣社會發展研究學會於 2015 年起共同推動老人獨立倡導服務,並帶動各地方政府對這項服務方案的推 動。研究目的:研究者因實際參與機構老人獨立倡導關懷服務,深刻體驗獨立 倡導人對於在機構中被公費安置或無家屬的老人之生命有正面的影響力。企盼 透過此研究能拋磚引玉,喚起尚未實施倡導服務的地方政府也能推動,鼓勵更 多倡導關懷志工參與,讓入住機構長輩在人生的終點站,依然享有該有的權 益、尊重與關懷。研究方法:本研究採質性研究法,透過研究者參與機構老人倡導服務約兩 年的實務經驗探討,並透過半結構式深度訪談,訪問六位接受至少一年獨立倡 導服務之機構老人,經過分析研究參與者之訪談內容,研究其接受倡導服務的 充權歷程。研究結果:透過倡導關懷服務,能夠充權機構老人對自我價值的認識及自 身權益的維持,被服務老人在充權歷程中其生理、心理及社會層面皆有正向之回饋。
    Motivation for Research: Taiwan has become an aged society. A statistic from April 14, 2018 by the Ministry of the Interior showed that at the end of March 2018, people aged 65 and over accounted for 14.05% of the total population of the country. This percentage of the population has reached the WHO's definition of a senior society. Due to the need for care, more and more elderly people are residing in nursing homes. The Federation for the Welfare of the Elderly and the Taiwan Social Development Society have been working together since 2015 in order to ensure the quality of care and protect the rights of elderly in public care institutions. They promote independent advocacy services for the elderly and spur local governments to promote this service plan. Purpose of Research: Through involvement with independent advocacy care service for the elderly, I have clearly seen that independent advocacy has a positive influence on the lives of institutionalized elderly who are placed there at public expense or have no family. It is hoped that this research will be able to provide inspiration and encourage local governments that have not yet implemented advocacy services to promote it, and encourage more volunteers to receive training and be involved with independent advocacy service, so that elders staying in institutions can still enjoy the rights, respect and care they deserve until the end of their lives.Methodology: This paper uses a qualitative research approach that involved investigating the practical experience of the institutionalized elderly advocacy service for about two years through researchers, and through semi-structured interviews with six elderly people who have received independent advocacy services for at least one year. The author uses both the resources from the investigation during advocacy service and the content of the interviews to study the elderly people's empowerment process through receiving advocacy services.Conclusions: Independent advocacy caring services are able to empower institutionalized elderly people's understanding of self-worth and maintenance of their rights, the serviced elderly people gave positive feedback regarding their physical, psychological and social aspects in the process of empowerment.
