    Title: 台中市霧峰區車籠埤水圳排水治理工程之生態檢核

    Abstract: 為探討車籠埤排水治理工程對於周邊生態環境造成的衝擊,乃以生態檢核方式對於工程施作所造成的擾動進行。生態調查自2019年1月至2020年6月,以鳥類、爬蟲類、兩棲類、魚和水質檢測分別進行,因調查樣區內曾發現有一級保育類魚類巴氏銀鮈(Squalidus banarescui),基於生態友善之作法,施工期間所採集之原生種魚類均移置圈養於亞洲大學水域生態研究室。由生物相變遷反應本次治水工程對環境產生之影響,鳥類則因噪音與水道的擾動觀察到其活動範圍遠離渠道,兩棲爬蟲也有類似的情況;樣區鄰近馬路旁,缺乏生態綠帶是兩棲爬蟲類的路殺熱點。水域處,在半半施工未確實施行的情況下魚類受到較大的影響,從工程前期可捕獲到的13種魚種到工程後期僅剩下3種,只有耐受力極強之吳郭魚(Oreochromis sp.)、大肚魚(Gambusia affinis)、孔雀魚(Poecilia reticulata)得以在工程期間持續觀察並紀錄。由水質檢測顯示因水圳內有多處地下湧泉與水圳內多種物理性降解作用,能有效緩解河川汙染程度。而生態工法中的半半施工對臺灣較為窄小之河道是否真的能達到緩解工程所帶來的負面影響之目標還須多加探討。
    The purpose of this study is to assess the impact of the Chelongpi regulation project on the surrounding ecological environment and adopt an ecological audit method to evaluate the disturbances caused by relevant construction works. Ecological survey was conducted from January 2019 to June 2020 on birds, reptiles, amphibians, fish, and the water quality. Because of the past appearance of a protected species, Squalidus banarescui, found in the area the native fish was collected and transferred to and reared at the Laboratory of Aquatic Ecology at Asia University as per the environmentally friendly considerations.The environmental impact of the water regulation project was reflected by biota changes. Due to noise and water channel disturbances, the activity range of birds was deviated; a similar observation was noted for reptiles and amphibians. Within the sampled area, a region lacking a green belt was identified as a roadkill hotspot for reptiles and amphibians. In the water region, as half-and-half construction was not realized, fish were impacted to a greater degree. At the early stage of the project, 13 species could be caught while at the later stage of the project, only 3 species remained. Only species with higher tolerance, including Oreochromis sp., Gambusia affinis, and Poecilia reticulata could be continuously monitored and recorded during the construction period. Water quality inspection revealed that because multiple underground springs are present in the aqueduct and that various physical degradation effects are observed, river pollution was effectively relived. Results show that the current construction still does disturb the local biota. Whether the half-and-half construction approach in ecological engineering can similarly mitigate the adverse effects of construction projects in narrower rivers still needs to be proven and discussed.
