臺灣正面臨人口快速老化的挑戰,經內政部統計65歲以上之高齡者於2018年3月已達臺灣總人口的14%,正式邁入高齡社會,推估至2026年老年人口將超過20%,惟目前機構住宿式長照機關所提供之床位卻不敷使用,如何解決長照床位不足的問題,乃當務之急。本研究採用個案研究法,以張智宏律師事務所為研究個案,基於「顧客價值主張」、「關鍵流程」、「關鍵資源」、與「利潤公式」之四構面商業模式進行分析,由本個案本於法律專業綜合長照相關法令規定,擬定一套申請設置及經營機構住宿式長照機構之流程及模式,俾利介入者作為申請及營運的依規,再佐以本個案以往參與老人安養中心所累積的資源、經驗及與地方主管機關所保持的良好互動關係,提供介入者在面對繁複的長照相關法令規定,在最簡短的時間申請設置最符合介入者需求的機構住宿式長照機構,而本個案在滿足顧客價值主張同時除得因此取得的相對報酬外,得協助政府建置更多的機構住宿式長照機構,以解決長照床位不足之困境。 Taiwan is facing the challenge of a rapidly aging population. According to statistics from the Ministry of the Interior, the number of senior citizens over 65 has reached 14% of Taiwan’s total population in March 2018, and has officially entered an elderly society. It is estimated that the elderly population will exceed 20% by 2026. However, the current institutional residential long-term care institutions provide insufficient beds. The issue addressed how to solve the problem of insufficient long-term care beds is critical. This study adopts case study method. Chang Chih Hung Law Firm is selected as the research case. The study is based on the framework of business model, concerning "customer value proposition", "key processes", "key resources", and "profit formula". In accordance with the relevant laws and regulations on comprehensive long-term care in the legal profession, a set of procedures and models for applying for the establishment and operation of residential long-term care institutions are drawn up. The interveners shall be used as the application and operation compliance regulations, and this case shall be supplemented by previous participation in the care of the elderly. The center’s accumulated resources, experience, and good interaction with local authorities, provide interveners in the face of complicated long-term care related laws and regulations, in the shortest possible time to apply for the establishment of institutional long-term accommodation that best meets the intervener’s needs. In addition to the relative remuneration obtained in this case while satisfying the customer’s value proposition, it is necessary to assist the government to build more institutional residential long-term care institutions to solve the problem of insufficient long-term care beds.
