    Abstract: 隨著全球經濟的深入發展,區域合作發展不斷加強,絕大多數企業的生產都超越國內界線,實現從本土到全球的緯度運作。而台灣是全球的自行車王國,台灣銷售出去的自行車在全世界市佔率高達九成,是台灣一個外銷為主的產業。隨著中國的經濟發展,為了尋求低廉的土地及人力資源,使的自行車產業大量的外移。而本研究針對自行車架產業應留在台灣或是外移至其他國家進行評估,未來自行車產業應如何發展?究竟要隨著潮流一起外移至人力和物力資源較為低廉的國家,或是留守台灣繼續研發。本研究針對一家自行車架廠作為研究對象,將使用應用層級分析法針對公司未來走向進行分析,藉由五種層面進行討論。在此研究當中以決策目標、評估項目與方案進行討論。將問卷給予案例公司相關人員填寫,研究結果將可以發現,公司決策者關注目標與公司的相關員工關注目標有相同之處,也有不同之處,不同之處可以解釋層面在職位的不同,思考的方向將有所不同。
    With the development of the global economy, regional cooperation has been strengthened. The production of most enterprises has exceeded domestic boundaries and achieved latitude operation from home to global level. Taiwan is one of the core role of bicycle industry. The 90 percent of bicycle is related to Taiwan. With China's economic development, in order to seek low-cost land and human resources, so that the bicycle industry a large number of migration. This study used AHP framework to evaluate the decision of staying in Taiwan or moving out to other countries for the bicycle rack industry. This study used the five factors to build the AHP framework and questionnaire. In the results, this study found that the company's decision-makers focus on the goal and the company's relevant employees focus on the goal is similar, there are differences, differences can explain the level of different positions, the direction of thinking will be different.
