近年來環保法規日益嚴苛，污水處理的標準以及處理成本提高，使得相關從業者需更改污水處理設備才能迎合之後十年逐漸更改的法定標準。同時政府在彰濱工業區規劃了一片專區要給金屬表面處理業者，大力推動業者進駐彰濱工業區金屬表面處理專區，希望所有的業者能遷入專區好統一處理污染排放的問題。使得遷入專區變為業者優先考量的規劃，但進駐人數的增加也使的土地取得變的相對困難。公司在此大環境下面臨了選擇遷廠進入專區並更新、增加設備與選擇留在原址只有更新設備的兩難抉擇。兩種方案都有各自的優缺點。選擇進入專區在環保方面有助於公司未來的成長，缺點就是投資金額太高。選擇留在原址，不須太高的投資就可以達到，但是目前設立位置不屬於專區，會造成較高的稽查風險。本研究將以AHP評估選擇遷廠進入專區並更新、增加設備與選擇留在原址只有更新設備，哪一項方案比較適合公司未來發展。將考慮到政策、經濟以及環保三個面向，以及分支出的八個要素，通過問卷的方式得知問卷對象較為重視的要素，再用公式計算出重視的權重，使其數值化。本研究共收集了四份問卷，問卷分析結果，兩項方案各有兩人選擇。選擇遷廠的主要原因是較重視環保問題，而選擇留在原址主要考慮到公司的營運與競爭。所以，面對環保的問題，選擇遷廠進入專區，是最適當的；考慮到投資的成本與市場上的競爭，選擇留在原址更有優勢。 In recent years, environmental regulations have become increasingly stringent. The standards and treatment costs of sewage treatment have increased. The companies need to upgrade equipments to meet legal standards. For this purpose, the government planned Changbin Industrial Zone for the companied of metal surface treatment. The government hope that all companies could move into the zone to deal with pollution emissions. The moving into the zone has become the first priority alternative. In this environment, the company faced with the choice between moving to new plant and staying original location to update the equipment. This study used AHP framework to evalueate the decision of move new plant or staying original location to update the equipment. This study considers three orientations of policy, economy and environmental protection and eight elements. We build questionnaire base on AHP framework. In this study, four questionnaires were collected, and the results of the questionnaire analysis were analyzed, with two people choosing each of the two options. The main reason for choosing to move the plant is to pay more attention to environmental protection issues, and the choice to stay in the original site mainly takes into account the company's operation and competition. Therefore, in the face of environmental protection issues, choose to move factories into the special area, is the most appropriate; Given the cost of investment and competition in the market, it is advantageous to choose to stay original location.
