Abstract: | 民國 92 年 12 月 1 日我國行政院勞動部公布「加強公共工程職業安全衛生管理作業要點」,其中第十三點規定:「機關於工程規劃、設計時,應要求規劃、設計單位依職業安全衛生法規,規劃及提供下列資料,納入施工招標文件及契約,據以執行(一)安全衛生注意事項。(二)安全衛生圖說。(三)施工安全衛生規範。(四)安全衛生經費明細表。(五)機關規定之其他安全衛生規劃、設計資料。機關委託廠商辦理規劃、設計時,前項事項已納入規劃、設計之招標文件及契約,據以執行。」,自始規劃、設計單位於設計階段即已針對設計個案制定「設計階段施工安全風險評估報告書」,現況問題為工程主辦機關與承攬廠商部份存有溝通不良、工程規劃設計階段之設計人員或未能了解工程安全實務運作之模式及或缺乏施工安全之概念,在進行設計工作時未能辨識可預見的施工安全風險、監造單位或無統一的安全衛生計畫審查作業程序無法與承攬廠商達成共識、承包廠商經營者全然重視施工安全議題、施工安全矯正措施未能落實、或有低價搶標犧牲工程品質及施工安全等問題,使得施工期間的施工安全風險管理難以落實而績效未能提升,形成未能有效的降低建築業職業災害之發生。本研究以文獻分析法、個案研究法,蒐集彙整國內建築業具水準之設計階段施工安全風險評估報告書,依據規範及文獻,以研究者參與之實務個案撰寫報告書,期能提供業界參考、引用,製作報告書參考之用,有別於目前多由施工觀點撰寫之設計階段施工安全風險評估,係著重以設計觀點為出發點,分別設計需求與施工作業面向所應探討之議題,以目前建築管理許可欠缺之個案動線規畫探討,考量於設計階段可能產生之施工安全風險面向,並能傳遞於施工界面,以提升國內建築業營造施工安全,有助於規劃、設計者順利切入工程施工安全產生之議題,並使施工者能順利銜接,進而使使用者亦能延續設計者於規劃設計階段所考量之施工安全風險評估,達成建築生命週期之低施工安全。 Announced by the Ministry of Labor of the Executive Yuan of the Republic of China (Taiwan) on December 1, 1992. The current situation is that there is poor communication between the project organizer and the contractor, the designers in the project planning and design stage, or the failure to understand the mode of project safety practice and the lack of the concept of construction safety, and the failure to identify the project during the design work Foreseeing construction safety risks, the supervision unit or the lack of a unified safety and health plan review operation procedure cannot reach a consensus with the contractor, the contractor operator fully pays attention to the construction safety issue, the construction safety correction measures are not implemented, or there is a low price The standards sacrifice project quality and construction safety, making it difficult to implement construction safety risk management during construction and failing to improve performance, resulting in failure to effectively reduce the occurrence of occupational disasters in the construction industry. This study uses Document Analysis and case study methods to collect and summarize the construction safety risk assessment reports of the domestic construction industry at the planning and design stage. According to the specifications and literature, the report is written with practical cases involving researchers. It is expected to provide industry reference, The use of citation and reference for the preparation of reports is different from the current construction safety risk assessment in the planning and design stage, which is mostly written from the construction viewpoint. It focuses on the design viewpoint as the starting point, and separates the design requirements and the construction work orientation to the topics that should be discussed. Discussion on the planning of the circulation planning of the case with a lack of management permission, considering the possible construction safety risks during the planning and design stage, and can be transmitted to the construction interface to improve the construction safety of the domestic construction industry.
