Title:	社區建立照顧關懷據點之評估研究 Evaluation of the Establishment of Care Base in the Community

Abstract:	社區照顧關懷據點已成為臺灣現今老人社會照顧之主流，如何讓現行的據點永續經營發展成長，有心但尚未設置據點的社區，如何能夠快速上手不用多走冤枉路，則是本研究想要探討研究的議題。本研究藉由層級分析法(AHP)進行「社區建立照顧關懷據點」的決策分析，評估執行優先順序，最後綜合研究結果並提出建議，希望可以提供給公部門、學者專家及社區理事長及里長們在未來推動社區照顧關懷據點的規劃做為參考，檢核並改善其經營管理及永續發展的方式，據點能夠達到永續經營之目標，並讓更多長者能夠獲得幫助。本研究結果顯示「社區建立照顧關懷據點」架構有四個層面與十六項因素，專家群普遍認為「空間與設備」與「內部組織與管理」相較於「據點提供服務」與「志工人力資源」較具有重要性。而十六項影響因素中又以「具積極主動的有效領導者」與「投保場地公共意外責任險」重要性較高；而「定期召開志工檢討督導會議」及「參與縣政府聯繫會議及觀摩」專家群平均認為此兩項影響因素對於評估社區建立照顧關懷據點重要性較不顯著。 Nowadays, care bases in the community have become the mainstream of social care for the elderly in Taiwan.This study is to discuss how to help current bases keep sustainable development,and toassist communities, whichhave the intent,but no care bases are set yet,in establishing one rapidly without making unnecessary mistakes. In this study, we adopted Analytic Hierarchy Process (AHP) to perform the decision analysis for the "establishment of care base in the community” to evaluate the execution priority, integratefinal results and propose recommendations, expecting to offer future references to public sectors, pundits, committee chairmen and chiefs of villagesto review, inspect and improve their management and methods of sustainable development when promoting plans of care bases in the community. We hope to achieve the goal of sustainable development to help more elderly people.The results indicates that the framework of "establishment of case base in the community" includes four levels and sixteen factors. Compared to "space & equipment" and "internal organization & management", experts generally consider that "providing services in care bases" and "human resources of volunteers" are more important.Among the sixteen factors, when assessing the importance of the establishmentof care base in the community, "a proactive and effective leader" and "public liability insurance for venues"are more important; however, experts equally believethat“convening regular volunteer meetings for review and supervision” and “participating in the county government contact meetings andobservations”, are less significant.
