| Abstract: | 農業用水除挹注農田之直接性生產機能外，尚有調節洪水、補注地下水源、減少地層下陷、空氣淨化、溫度和緩等生態性及生活性機能，對人類生存至為重要。臺灣經濟快速發展結果，使得農業人口萎縮，農田三生（生產、生活、生態）功能成效不彰。藉由水圳微旅行的舉辦，體驗水圳生態，感受先人開鑿水圳的艱辛與研發水利建造物的智慧，是水圳微旅行凝聚全民產生三生共識的效益展現。本研究採質性研究，以2020年9月19日南投農田水利會（今為行政院農業委員會農田水利署南投管理處）舉辦國姓北圳健行的官方活動主辦人員為研究對象，以適合水圳微旅行開發規劃的條件、解決困難的對策與水圳活化的方式擬定訪談大綱後，再透過半結構式深度訪談，分析歸納出水圳微旅行的親子健行規劃要件有三：特色足、5公里及安全性高，取得水圳微旅行傍水而行的趣味與魅力所在。 農田水利會納入公務機關後，依然秉持「永續經營」及「提升水圳效益」的目的，研究最後以歸納的結論，建議政府編列活動經費予農田水利署，依各管理處所轄之地區特色結合水圳文化舉辦微旅行的宣導活動，使水圳資產活化，使攸關農民生計的農田水利事業亦得以休閒面貌的經營模式，朝向永續經營的目的。
In addition to the direct production function of farmland, agricultural water also has ecological and life functions such as flood regulation, groundwater replenishment, reduction of stratum subsidence, air purification, temperature moderation, etc., which are vital to human survival. As a result of the rapid development of Taiwan's economy, the agricultural population has shrunk, and farmland functions of the three-generation (production, living, and ecological) have not been effective. By organizing the irrigation waterway for micro-tour, experiencing the ecology of the waterway, feeling the hardships of the ancestors in waterway excavation and the wisdom of research of hydraulic engineering; it is a demonstration of the benefits of the micro-tour in the waterway to build consensus of whole nation on the three-generation.The qualitative research of this study is based on the organizers of the official activity organized by Nantou Irrigation Association (now Nantou Management Office Irrigation Agency, Council of Agricultural, Executive Yuan) on September 19, 2020. After drafting the interview outline for the conditions of the irrigation waterway micro-tour development plan, the solutions to the difficulties, and the way to activate waterway, the semi-structured in-depth interviews are used to analyze and summarize the three elements of the parent-child hiking planning of the micro-tour: distinctive features, 5 kilometers and high security to collect the fun and charm characteristic of micro-tour near the irrigation waterway.The purpose of "sustainable operation" and "improving the efficiency of the irrigation waterway" still upholds after Irrigation Association was incorporated into public department. Finally, the study concluded by recommending that the Government allocate funds for activities to the Irrigation Agency Concil of Agriculture to promote micro-tour based on the regional characteristics and the waterway culture of each management office, to bring waterway assets activation. The business model that makes the farmland water conservancy business, which is vital to the livelihood of farmers, also can be relaxed and oriented towards the goal of sustainable operation. |
