摘要:	近10年國內觀光休閒遊憩產業有逐漸蓬勃發展的趨勢，台灣地理位居四面環海坐擁豐富的海洋自然生態資源，同時具備成為海島渡假潛水勝地的開發條件。觀察國外著力發展觀光之海島型國家，海域休閒潛水娛樂早已成為各國觀光客前往的主要吸引力。極力於休閒潛水活動之行銷與推廣，被列入各海島型國家觀光休閒產業經濟發展重點，各當地政府皆積極建設管理。本研究之目的旨在探討台灣地區外島-小琉球的休閒潛水觀光活動發展現況，以三重基線觀察環境、經濟、社會責任之平衡以及未來永續方向。本研究採用質性研究「深度訪談法」，使用三角檢證法為輔助，以文獻觀察、資料收集以及訪談相關業者，資料整?分析，將訪談的內容依各層面依序分類。訪談後發現三個主題分別為：潛水產業之經濟發展、海洋環境之變遷、潛水觀光之社會責任以及潛水觀光之永續行為。本研結果未來可供政府機關、學術界與水上休閒產業等相關單位，作為休閒潛水活動與產業經濟發展之永續策?參考。 In the past 10 years, the domestic tourism, leisure and recreation industry has gradually developed vigorously. Taiwan is surrounded by the sea and has abundant marine natural ecological resources. At the same time, it has the development conditions to become an island holiday diving resort. Observing the development of gravity abroad, in island-type countries, sea recreational diving entertainment has long become the main attraction for tourists from all over the world. Efforts to promote the marketing and promotion of recreational diving activities have been included in the economic development focus of tourism and leisure industries in various island-type countries, and local governments are actively constructing and managing them.The purpose of this research is to explore the current development of recreational diving light observation activities in the outer islands of Taiwan-Xiao liuqiu, and observe the balance of environmental, economic, and social responsibilities and future sustainable directions with a triple baseline. This research adopts the qualitative research "in-depth interview method", and uses the triangulation method as the supplementary method. It uses literature observation, data collection and interviews with relevant industries, data analysis, and the content of the interviews are classified in order according to various levels. After the interview, three themes were found to be: economic development of the diving industry, changes in the marine environment, social responsibility of diving tourism, and sustainable behavior of diving tourism. The results of this research can be used by government agencies, academia, and aquatic leisure industry as a reference for sustainable strategies for recreational diving activities and industrial economic development in the future.
