臺灣有著高溫潮濕的氣候與多水的地形，水域休閒遊憩活動已成為民眾生活當中不可或缺的一塊，除了活動本身帶來的潛在因素，人為因素更是重點之一，因此在水域的安全與預防是一門值得探究的課題。本研究中蒐集臺灣各地水域的相關資訊，包含法規、管理權責、宣導措施等，進一步與南投地區進行比較分析，深入探討水域遊憩相關議題。根據探討後得出結果：一、「水域遊憩活動管理辦法」為本次討論範圍中最高準則。二、交通部觀光局、內政部營建署、內政部消防署、教育部體育署、衛生福利部國民健康署等機構皆有相關的職責所在。三、執行宣導以防溺自救措施為主，以紙本、電子與影音等多元方式進行。四、南投地區主要由消防局與其招募之志願團體共同執行宣導工作。五、日月潭國家風景區為代表，水域遊憩活動主要有救生衣、救生員、管制申請等安全管理措施。本研究期許能提供後續相關議題探討的一份貢獻。 Taiwan has a high temperature with humidity climate and watery terrain. Water recreation have become an indispensable part of people’s life. In addition to the potential factors by the activities, human factors are one of the key points. Therefore, safety and prevention in waters is a subject worth exploring.This research collects relevant information about waters around Taiwan, including laws, management rights and responsibilities, publicity measures, etc. Further compare that with Nantou region and discuss of water recreation related issues in -depth.According to the results after discussion:Ⅰ. ”Regulations Governing Water Recreation Activities” is the highest criterion in the scope of thisdiscussion.Ⅱ. Tourism Bureau, M.O.T.C., Construction and Planning Agency, MOI, National Fire Agency,MOI all have relevant responsibilities.Ⅲ. Theimplementation of publicity focuses on measures to prevent drowning and self-rescue that is carried out in multiple ways. Ⅳ.The Nantou region is mainly copromote by the fire department and the voluntary groups recruited by it.Ⅴ.As represented by the Sun Moon Lake National Scenic Area: Safety management measures of water recreation activities mainly include such as life jackets,lifeguards, and control applications.This research is expected to provide a contribution to follow-up discussion of related topics.
