苗栗縣竹南鎮「假日之森」的海岸，有美麗的沙灘，洽大好處的風浪，獨樹一格的衝浪店，每年吸引絡繹不絕的遊客造訪，但看似美麗的大海卻處處隱藏著風險，當人們一時的輕忽與疏忽，往往造成讓人遺憾的悲劇。為了降低或避免溺水憾事發生，對當地的業者及轄區消防大隊長進行深度訪談，與他們一同探討如何才能減少或避免溺水事件的發生。業者應對其泳具的租客及學員進行下水前的安全教育，並與泳客宣導有意外發生時，有能力之餘能協助救援；地方政府應於淺灘區劃設戲水區域，並聘請救生員駐守。於暑假期間定期辦理防溺宣導、與救溺演練，於溺水事故發生時才能進行快速而有效的救援，來挽救溺水遊客的性命。 The coast of the "Holiday Forest" in Zhunan Township, Miaoli County attracts an endless stream of tourists every year, but the seemingly beautiful sea hides risks everywhere. When people are careless, they cause regrettable tragedies. In order to reduce or avoid the occurrence of drowning incidents, in-depth interviews with local industry operators and fire brigade chiefs of the jurisdiction were conducted to discuss with them how to reduce or avoid the occurrence of drowning incidents. The industry should conduct safety education and advocacy for its customers to assist in rescue; the local government should set up a splash area in the shallow area and hire a lifeguard to be stationed. During the summer vacation, we will conduct regular drowning prevention and rescue drills. Only when a drowning accident occurs can we conduct quick and effective rescue to save the lives of drowning tourists.
