新冠肺炎疫情在農曆年間爆發,加上農曆過年時氣溫下降、天氣寒冷,造成民眾外出旅遊的意願下降,國道來客數大幅減少,國道服務區的業績也跟著下滑。振興三倍券的發放源於產業受疫情衝擊,政府為適時刺激消費、協助相關產業復甦所推出。本研究主要針對15個國道服務區對於政府所發行之振興三倍券及其對應的「鼓勵用路人持振興券消費優惠方案」進行成效評估。研究發現,整體而言,振興消費對於國道服務區之影響為正面,所有國道服務區皆因為政府所提出之「鼓勵用路人持振興券消費優惠方案」,進而提升了因疫情而受到影響之營運情形。本研究針對15個國道服務區對於政府所發行之振興三倍券及其對應的「鼓勵用路人持振興券消費優惠方案」之實際發展成效進行評估,實際上仍有許多其他產業皆可以成為成效評估之依據,建議未來可以依據不同產業進行評估,還可以看出各個產業振興消費促銷之成效差異,進而分析各個產業之特性與振興消費之關聯。 The outbreak of Covid-19 during the Lunar New Year, coupled with the drop in temperature and cold weather during the New Year, caused a decline in people's willingness to travel. The number of visitors on the national highway has dropped significantly, and the performance of the highway service area has also declined. The issuance of the revitalization triple coupon originated from the impact of the epidemic on the industry, and the government launched it to stimulate consumption in a timely manner and assist the recovery of related industries. This research focuses on evaluating the effectiveness of 14 highway service areas on the triple stimulus voucher issued by the government and the corresponding "Preferential Programs for encouraging passersby to use ".The study found that the impact of triple stimulus voucher on highway service areas is positive. All highway service areas are due to the government's "Preferential Programs for encouraging passersby to use ", which has further improved the operating conditions affected by the epidemic.This study only evaluates the actual development effectiveness of the 15 interchange highway service area on the triple stimulus voucher issued by the government and the corresponding promotion plan. In fact, there are still many other industries that can be used as the basis for the effectiveness evaluation. It is recommended that it can be used in the future. The evaluation of different industries can also see the difference in the effectiveness of various industries to stimulus consumption, and then analyze the relationship between the characteristics of each industry and the stimulus of consumption.
