    Abstract: 台灣中小型造紙廠在台灣占比較高,為資本、勞力與技術密集的行業,傳統造紙產業與民生息息相關,據2020年財政部營利事業家數及營業額統計資料中明顯指出紙箱營業額約415億元,比較2019年增加約5.81%。紙袋營業額約51.8億元,比較2019年成長4.35%。且近年國外紙廠產能急起直追,因地緣關係台灣進口紙量明顯上升,因應大環境變化的加劇加速,訂定產業競爭策略為台灣造紙產業存續契機。而WTO的簽訂,紙漿紙張進口的零關稅簽訂直接衝擊台灣造紙業,而近數十年來台灣紙廠有歇業關廠,亦有經政府輔導轉型生產其他紙品而大放異彩。歷經2020年的新冠肺炎(COVID-19),疫情期間,造紙產業上、中、下游轉守為攻,除了對內積極尋求合併、轉型,研發生產高經濟價值紙品,對外代理進口包括歐美、印尼、中國、日本紙品,更加提升綠色循環經濟,降低汙染,節能效率,創造利潤。 本研究採用訪談企業個案方式,深入瞭解造紙產業五家個案公司如何在面對大環境的急遽變化下與上游紙廠建立關聯、轉型及建立與客戶之良善關係,提高市場接受度,營造利潤,同時綜合優質服務與創新產品,進行SWOT分析、五力分析。期許傳統台灣造紙產業能以堅強實力站穩市場,順應需求的變化,對抗新冠疫情,在不斷探索和研究新技術下,站穩台灣、永續經營。
    The percentage of small and medium-sized paper factories is high in Taiwan. This industry is fulfilling with capital, labor, and technology-intensive industry. The traditional papermaking industry is closely related to people's living hood. According to the Ministry of Finance, the number of profit businesses and revenue of statistical data shows paper box had 41.5 billion revenues in 2020. It has increased 5.81% compared to 2019. Paper bags revenue is around 51.8 billion, which has grown 4.35% compared to 2019.The foreign paper factories has increased the production, and Taiwan has increased the import. Because of the rapid change of the internal paper market, formulating industrial competition strategies is an opportunity to survive Taiwan's paper industry. The signing of the WTO and the zero tariffs on pulp and paper imports directly impact Taiwan's paper industry. In recent decades, Taiwan's paper factories have closed their businesses and transformed into other paper products under the government's guidance. After COVID-19 in 2020, the upper, middle, and lower reaches of the paper industry turned to reach out during the epidemic. The Paper industry starts internal mergers, transformation, production of high economic value paper products. Agents import paper products from Europe, America, Indonesia, China, and Japan to enhance the green circular economy, reduce pollution, save energy efficiency and create profits. This research adopts the method of interviewing enterprise cases. Understanding how the five case companies in the paper industry can establish relationships with upstream paper factories, transform and establish good relationships with customers in the face of rapid changes in the overall environment, improve acceptance in the market, create profits, and integrate high-quality services and products innovation. Conduct SWOT analysis and Porter's five forces analysis. The traditional Taiwanese paper industry can stand firm in the market with solid strength, adapt to changes in demand during the epidemic. Continue to explore and research new technologies continuously.
